- Tropical Storm Elsa will make landfall along the west coast of Florida later this morning.
- Elsa will track northeast near the southeast U.S. coast before tracking across North Carolina and southeast Virginia from Thursday into Thursday night.
- Scattered instances of flash/urban flooding are possible across much of the area.
- There is the potential for tropical storm force wind gusts across portions of northeast North Carolina and eastern Virginia.
- An isolated tornado or two cannot be ruled out across southeast Virginia, northeast North Carolina, and the Virginia Eastern Shore.
